○ Companies may not exceed 50% (max 20 employees) of foreign hires on the employment insurance list.* * Employees must meet minimum wage and be enrolled in employment insurance for at least 3 months.
Business must align with permitted industries by region.
Employer must not meet the conditions listed below.
  1. ① Violations of the following laws resulting in imprisonment or higher penalties, fines exceeding KRW 5 million, or a criminal charge within the last 3 years.

    - Fines or penalties below KRW 5 million within 1 year are also grounds for exclusion.

    Violations of the "Immigration Act" Article 7-2 (false invitations), Article 12-3 (aiding illegal immigration), and other related sections, as well as violations under the "Jeju Special Self-Governing Province Act" Article 199.
  2. ② Violations of laws related to "Prostitution Prevention," "Gaming Regulations," or "Narcotics Control Act" resulting in sentences of imprisonment or probation within the last 3 years.
  3. ③ Violations of laws regarding "Sexual Offense Punishments" or "Victim Protection" within the last 5 years.
  4. ④ Violations of the "Labor Standards Act" resulting in imprisonment or probation within the last 3 years.
